In consideration of the ongoing economic and political debate on topics connected with local government finance, ISAE, IRES Piemonte (Institute for Economic and Social Research in Piedmont) and IRPET (Regional Institute for the Economic Programming of Tuscany) – with the collaboration of the SRM Association of Naples (Study and Research Association for the Mezzogiorno of Italy) – decided to devote a Report to the financial problems of the Italian provinces and municipalities, in order to describe the financial status of local governments and analyse the structural reasons for their behaviours from an economic viewpoint.

The Report on Local Government Finance for 2005, published by Franco Angeli, was presented on the ISAE premises on December 14, 2005. The Report is available in bookshops. A Conference titled “Verso l’attuazione del federalismo fiscale” (“Towards Fiscal Federalism”) was also organised on that same day in collaboration with the Società Italiana di Economia Pubblica (Italian Society for Public Economics). The Conference was attended by all Members.
